Cohesion belongs to the whole settlement system. When it changes, inspect the conditions and messages shown by the current game version before applying a generic fix from another save.
Read the current Cohesion signals
Open the relevant settlement panels and note every named positive or negative condition. Exact thresholds and balance can change, so the current tooltip is more useful than a number copied from an older guide.
Change one major condition at a time, then allow the settlement to respond. That preserves a clear link between the action and the result.
Check essentials, jobs and expansion pressure
A haven that expands faster than its supplies and workforce can support may create several overlapping problems. Verify essential needs, unfilled jobs and route delivery before adding another population or production layer.
More buildings do not solve a shortage when the limiting factor is crew or transport. Trace the first observable constraint.
Keep Cohesion connected to progression
Use current Deeds and Compass objectives to decide which condition matters next. Stabilize the haven before committing to fleet or construction demand that competes for the same workforce and goods.
